During the summer of 1997, a group of pastors in the Los Angeles area recognized that the rapid growth of Chinese churches in North America had created the need for well-equipped church leaders and pastors. They then felt the call to establish in Los Angeles, an orthodox evangelical theological seminary, which would uphold the essential doctrine of the inerrancy of the Bible. A Board of Directors was formed and the name, Truth Theological Seminary (TTS) was chosen to manifest its standpoint of faith. Since then, TTS filed with the Office of the State of California, applied to the Bureau for Private Postsecondary Education (BPPE, formerly known as the Bureau for Private Postsecondary and Vocational Education, BPPVE) for approval to grant degrees. TTS also obtained tax-exempt status from both the IRS and the State Franchise Tax Board, and recruited nineteen full-time and part-time faculty members. TTS received Institutional Approval to grant degrees on October 2, 2000.

TTS received a large sum of donation to purchase a 9,000-square foot building in Arcadia in memory of Dr. and Mrs. Chang Chun, a veteran Chinese statesman and devout Christians. Dr. Chang’s first name is Chun and Mrs. Chang’s first name is Yu-Ying; therefore, the building was given the name: “Yu-Chun Memorial Building” from combining the two names. The name also carries the implied meaning of educating people for the Kingdom of God.
